Write short notes on the following: (e) Block Mechanism in Demat Account
Answer & Explanation:
Block Mechanism in Demat Account: The Block Mechanism in a demat account is a facility introduced by SEBI to simplify and secure sale transactions, particularly for Early Pay-in (EPI) mechanisms. It aims to prevent the movement of shares from a client's demat account unless a trade is actually executed. How it Works: When a client intends to sell shares, instead of transferring them out of their account for EPI, the shares are 'blocked' in the client's demat account in favor of the Clearing Corporation. If the sale transaction is successfully executed, the blocked shares are then transferred to the buyer. If the sale transaction is not executed (e.g., the order is cancelled or not matched), the shares remain in the client's demat account and are automatically 'unblocked' at the end of the trading day (T Day). Benefits: Ease of Operations: Simplifies the process for clients undertaking sale transactions. Reduced Risk: Eliminates the need for shares to move out of the client's account and then back in if a trade fails, reducing operational complexities and risks. Mandatory for EPI: SEBI has made this facility mandatory for all Early Pay-In transactions with effect from November 14, 2022. Clarification: SEBI Circular No. SEBI/HO/MIRSD/DOP/P/CIR/2022/143 dated October 27, 2022, clarified that the block mechanism is not applicable to clients who have arrangements with custodians registered with SEBI for clearing and settlement of trades.
